sooo i maxed out the 164 needed  for my old talent build but i might not need as much as i have with the new build...

Basically fire / frost mages with elemental precision need 164 hit rating

Arcane mages with arcane focus need 76 hit rating

I have both... do i go for the highest or the lowest?

if i can go for the lower i can try and get more spirit and int to increase damage / mana regen which will also increase my damage and i can use a more arcane based rotation which gives more damage, at the moment i don't have the mana pool to do that so i am going to try a rotation with more frostbolts in it.

any advice?

I believe Arcane Power only applies to Arcane spells, so you really need to be hitting 164 if you plan to be using the frost spells too. This is based on

Mage  Elemental Precision  Frost, Tier 1  + 1% per point, 3% max  Fire and Frost spells only  
Mage  Arcane Focus  Arcane, Tier 1  + 2% per point, 10% max  Arcane spells only

thanks, am going to try 2 different rotations, one using frost which is more mana effecient and one using arcane only see how much of a difference it makes.

The magic rotation seems to be 3 arcane missiles, 3 frostbolts but ymmv
